Water Assistance

Aquarion Customer Assistance Program (CAP)

Aquarion customers may apply through Operation Fuel for up to $50 PREVENTION assistance or up to $250 INTERVENTION assistance on their water bill. To qualify, clients:

Demonstrate making at least 4 payments on the bill in the past year, and provide income documentation for the past 4 weeks.

Submit application.

Aquarion Low-Income Rate Assistance Program (LIRAP)

To qualify, clients:

Aquarion customers who earn 60% SMI or below may qualify.

Those eligible will receive a 15% discount on their total water bill.

Submit application.

CT Water

CT Water customers may apply through Operation Fuel to receive a grant for up to $500 on their water bill. To qualify, clients:

Earn up to 60% State Median Income (SMI). Demonstrate at least 2 payments in the past year.

Operation Fuel requires current income, bill, and payment history.

Clients who may not qualify based on these conditions are encouraged to reach out to CT Water. CT Water is committed to helping their struggling customers, regardless of circumstance.

Energy Assistance

Here’s what you will need to qualify:

Once our Summer/Fall program begins, eligible clients may apply for help with gas, electric, oil, or other delivered fuel once per program year.

Earn up to 75% State Median Income (SMI), which clients verify by submitting pay stubs or other income documentation from the past 4 weeks.

Apply for 1 grant per year, up to $500, to pay electricity, gas, or delivered fuel bill. Example: If you last applied on 10/1/23, you would next be eligible on 10/1/24.

For utility assistance (gas, electric), clients must show they made at least 4 payments in the past year. Note: payments do not have to be the last 4 months, and don’t need to be 4 months in a row.

Client must owe a past due amount; Operation Fuel does not provide bill credits.

Energy applicants may also qualify for water assistance in the same year.

Apply in Person

When our Energy Assistance program opens you can meet in person to apply for assistance at one of Operation Fuel’s partner Fuel Banks across the state of Connecticut. To find a Fuel Bank near you, call 2-1-1 or click below to locate a Fuel Bank by zip code.

An Operation Fuel energy grant is not an entitlement to all Connecticut residents who fall within income guidelines.  

2-1-1 operates 24-hours-a-day, every day of the year, and TDD access is available
